TLC THE BIG PICTURE

SUMMARY

In September 2024, TLC embarked on an initiative to develop independent, science-based catchment plans for the 17 sub-catchments of the Tukituki River.

The six-month project, TLC The Big Picture, consolidated comprehensive, evidence-based data to identify critical environmental challenges specific to each sub-catchment whilst also identifying practical, cost-effective solutions.

The project delivered detailed catchment plans and mapping for all 17 sub-catchments, as well as the development of the TLC Farmer Toolbox - designed to support farmers in taking informed, on-farm action.

COMBINING RESEARCH WITH FARMER EXPERIENCE

The project adopted a multi-faceted research approach, combining field investigations, insights from local farmers, and a detailed analysis of existing studies and data on the Tukituki catchment.

Environmental planning consultancy Environment, Innovation and Strategy Ltd (EIS), led by co-director Matt Highway, managed the project. Matt brrought more than 20 years’ experience in catchment, biodiversity and land management, spanning both regional council and primary sector roles.

In December 2024, TLC hosted workshops in each Tukituki sub-catchment, bringing together local farmers and growers to review the scientific findings and help refine the proposed actions for their areas. These sessions ensured local knowledge remained central, grounding the work in the practical realities of farming and growing across the catchment.

Through this process, farmers played a key role in shaping tailored, one-page work plans for each sub-catchment. Rather than imposing rules or regulation, these plans provide a practical roadmap to support improved water quality, stronger farm performance, and access to future funding opportunities.

PROJECT OUTPUTS

In May 2025, TLC hosted a Big Muster in Waipawa, bringing together more than 100 farmers from across the Tukituki catchment. The event marked the launch of the sub-catchment plans - comprehensive, 20+ page documents supported by detailed mapping, designed to give farmers a practical, evidence-based resource to guide on-farm environmental decisions.

At the same event, TLC introduced the TLC Farmer Toolbox - an online hub providing practical guidance on key issues such as soil conservation, planting strategies, and edge-of-field solutions including sediment traps and constructed wetlands.

To build on the momentum of The Big Picture, TLC also launched THR3E - a programme encouraging farmers to take three practical environmental actions over three years, using the catchment plans as a roadmap.
